General Committee on Economic Affairs, Science, Technology and Environment

The Second General Committee examines economic and environmental security threats, as well as exploring opportunities for co-operation within these and related fields.

Serhiy Shevchuk (Ukraine) - Chair

Serhiy Shevchuk-UkraineElected Chair the Second Committee at the 2011 Annual Session in Belgrade, Serhiy Shevchuk (Ukraine) previously served as Rapporteur of the committee. A member of the Verkhovna Rada of Ukraine, Mr. Shevchuk has served as a delegate to the OSCE Parliamentary Assembly since 1998. Since 2006, he has served as Deputy Chairman of the Committee on European Integration of the Verkhovna Rada of Ukraine.

In 2008, he was elected Chairman of the Committee on Economic Affairs, Science and Environment of the Inter-Parliamentary Assembly of the Verkhovna Rada of Ukraine, Seimas of the Republic of Lithuania and Senate of the Republic of Poland. He also serves as State Secretary of the Ministry of Public Health and as Chairman of the Ukrainian charity organization for the protection of maternity and childhood.

Prior to entering politics, Mr. Shevchuk worked as a physician and as director of a hospital.

Bruce Hyer (Canada) - Vice-Chair

bhyerBruce Hyer (Canada) was elected Vice-Chair of the Committee on Economic Affairs, Science, Technology and Environment at the 2011 Belgrade Annual Session. A scientist (ecologist, biologist, forester), small businessperson, and award-winning conservationist, Mr. Hyer has been an international consultant on natural resource management and ecotourism.

He has been a long-time advocate for small business development, economic diversification, and protected areas in Canada (including the founding of Wabakimi Wilderness Park). He served as an adjudicator on the Province of Ontario Environmental Appeal Board from 1988 to 1997 and co-founded the Lake Superior Binational Forum, which advises the International Joint Commission on ways to reduce pollution and foster sustainability around Lake Superior. He was first elected as Member of Parliament for the riding of Thunder Bay-Superior North in 2008, and was re-elected in 2011. He has served as his party's leading voice on the issues Small Business & Tourism, Parks & Protected Areas, Biodiversity, and Environment. He is a former bush pilot, wilderness guide, and whitewater instructor.

Tony Lloyd (United Kingdom) - Rapporteur

tonylloydSecond Committee Rapporteur Tony Lloyd (United Kingdom) was elected at the 2011 Annual Session in Belgrade. Mr. Lloyd has been a Member of Parliament since 1983 representing Manchester Central. From 1997 to 1999 he served as Minister of State, Foreign and Commonwealth Office and was his party’s spokesperson on foreign affairs, environment, education, employment and transport.

Mr. Lloyd has served as Head of the United Kingdom delegations to both the OSCE Parliamentary Assembly and the Parliamentary Assembly of the Council of Europe, where he has also served as Vice-President. In 2010, he led the OSCE election observation mission to Belarus.
