IS-Semyon DzakhaevThe Deputy Secretary General serves as a member of the senior management team, providing advice and support to the Secretary General and Assembly leadership, working in close co-operation and providing guidance to the work of Conference Services and several Assembly Committees.

In addition, Semyon Dzakhaev:

  • Provides leadership to the International Secretariat’s preparations for the 2017 Minsk Annual Session;
  • Ensures effective communications and relations with Parliaments particularly from the Commonwealth of Independent States;
  • Serves as Director for the General Committee on Economic Affairs, Science, Technology and Environment;
  • Serves as Programme Manager for the Sub-Committee on Rules of Procedures and Working Practices, and supports the Assembly’s work in the field of anti-terrorism, among other responsibilities.

Dzakhaev (Russian Federation) was appointed in February 2014, having joined the International Secretariat in February 2008 as a Senior Counsellor. Dzakhaev has a wide range of experience in diplomatic and international parliamentary affairs, having served for many years at the Russian Foreign Ministry, including nearly twelve years at the Russian Permanent Mission to the United Nations in New York, and in senior positions in the Russian Parliament. In the Parliament, he was also a Secretary of the Inter-Parliamentary Group of the Russian Federation and a Secretary of the Russian Delegation to the OSCE PA.
