The Italian Delegation to the OSCE Parliamentary Assembly hosted a seminar in Rome on 25 March 2009 under the theme, The Present and Future Role of the OSCE in the European Security Architecture.

At the invitation of the Head of the Italian Delegation, Riccardo Migliori, the seminar aimed to promote an exchange of views among representatives of governments and parliaments from the OSCE participating States as well as scholars and experts.

In his address, OSCE PA President Joao Soares emphasized that the OSCE is the most appropriate forum for discussions on the European security architecture to take place. He commended the Italian delegation for organizing the timely seminar and emphasized the importance of the OSCE as a flexible organization where the majority of the resources are committed to work in the field missions. The President also reiterated the need for increased transparency in the OSCE governmental side's work. He highlighted the Assembly's role as a forum for open dialogue, and stressed the lead role that parliamentarians play in OSCE election monitoring activities.

The Rome Conference took place in the Chamber of Deputies, in the Italian Parliament. Participants were welcomed by the President of the Italian Chamber of Deputies, Gianfranco Fini, who stressed the paramount importance of the Parliamentary Assembly to the OSCE as a whole.

Italy's Foreign Minister Franco Frattini, noted the benefit of a discussion on European security, and stressed that this must be undertaken together with parliamentarians. The Foreign Minister encouraged using the OSCE's comprehensive security strategy as a model for addressing current concerns. Minister Frattini underlined that the fundamental principles of European security must be maintained: indivisibility of security, transatlantic solidarity and the principles of Helsinki.

OSCE PA Secretary General Spencer Oliver also addressed the seminar, which included senior OSCE governmental officials including OSCE Secretary General Marc Perrin de Brichambaut and ODIHR Director Janez Lenarcic.

While in Rome, President Soares held a number of meetings with senior officials in the Italian parliament and government, including Gianfranco Fini, Speaker of the Chamber of Deputies; Vannino Chiti, Deputy Speaker of the Senate; Alfredo Mantica, Secretary of State for Foreign Affairs; and Monsignor Pietro Parolin, Undersecretary for Relations with States in the Holy See. He also met with representatives from the United Nations International Fund for Agriculture and Development, the World Food Programme, and the Food and Agriculture Organization of the United Nations.
