The Special Representative serves as member of the senior management team and represents the OSCE PA at the seat of the OSCE in Vienna, speaking and engaging on its behalf in the context of governmental-based platforms and executive structures, including the Permanent Council, the Forum for Security Co-operation, as well as other OSCE meetings and conferences. In this capacity, Andreas Nothelle:
- Ensures effective communication between the OSCE PA and Vienna-based OSCE governmental platforms, officials and diplomatic representatives;
- Serves as Head of the OSCE PA’s Vienna Liaison Office and as Programme Co-ordinator for South East Europe and Ukraine;
- Is a Member of the Vienna PC-based First Committee.
Appointed in 2002, Ambassador Nothelle (Germany), has served on some 50 OSCE PA election observation missions, in addition to the functions mentioned above. A senior civil servant and lawyer focusing on constitutional and international law, he previously served for over 18 years on a wide range of posts in the German Bundestag, including as Head of the Secretariats of the Committees on Disarmament and Arms Control and on Labour and Social Affairs, the Office of a former President, and the Interparliamentary Affairs Division.
Nothelle also gained extensive political experience on a number of political posts. He participated as an expert in assistance programmes for parliaments in Central and Eastern Europe, Africa, Latin America and China. Having studied law and administrative science in Bonn, Geneva, Speyer and The Hague, he is the author of several publications.
Since January 2020, he has served as Acting Deputy Secretary General of the OSCE PA.
