
ROME, 11 July 2025 – Vice-President of the OSCE Parliamentary Assembly and member of the Parliamentary Support Team for Ukraine (PSTU), Eugenio Zoffili, participated in the Fourth International Conference on Ukraine’s Recovery, held today in Rome.
Representing both the Assembly and the PSTU, Zoffili reaffirmed that the Assembly will continue to mobilize parliamentary resources to support Ukraine’s reconstruction, long-term stability and democracy. Zoffili also underscored the PSTU as the primary mechanism through which the OSCE PA channels its support.
Vice-President Eugenio Zoffili at the Fourth International Conference on Ukraine’s Recovery, Roma, 11 July 2025Zoffili recalled the PSTU’s recent activities in Ukraine, including the OSCE PA Bureau Meeting in Kyiv this past February, as evidence of the Assembly’s active engagement with Ukrainian institutions and civil society.
He also highlighted key elements of the Porto Declaration, adopted last week, welcoming its designation of Ukraine’s recovery as a strategic priority for European security and democratic resilience. He further emphasized the Declaration’s call for sustained parliamentary engagement through the PSTU, and its appeal to OSCE participating States to unlock an estimated US $300 billion in frozen Russian sovereign assets to support Ukraine until Russia ceases its aggression and compensates for war-related damages.
“Ukraine’s recovery is not merely a technical exercise, it is a democratic and humanitarian imperative,” Zoffili stated.
He commended the leadership of PSTU Chair, President Emeritus Pia Kauma, and acknowledged the valuable contributions of Co-Chairs Mykyta Poturaiev and Joe Wilson, as well as Special Rapporteurs Carina Ödebrink, Mati Raidma, and Lucie Potůčková, together with all other PSTU members and Secretary General Roberto Montella. Their efforts, he noted, have been vital in coordinating parliamentary engagement, fostering unity among national responses, and sustaining international support for Ukraine’s recovery.
Earlier this week, OSCE PA President Pere Joan Pons, in a public statement following his phone call with Chairman Ruslan Stefanchuk, reaffirmed the Assembly’s full support for Ukraine, in line with the Porto Declaration’s unequivocal endorsement of Ukraine’s sovereignty, independence, and territorial integrity.
