OSCE PA President Pons and Committee Chair Guliyev condemn Russian Federation’s attacks on Ukraine’s critical energy infrastructure

 

 

COPENHAGEN, 18 August 2025 – OSCE Parliamentary Assembly President Pere Joan Pons (Spain) and Chair of the OSCE PA General Committee on Economic Affairs, Science, Technology and Environment Azay Guliyev (Azerbaijan) strongly condemned the Russian Federation’s continued attacks on Ukraine’s critical energy infrastructure, including facilities of the State Oil Company of Azerbaijan (SOCAR) in Odesa.

Recalling the resolution adopted at the OSCE PA’s 2025 Annual Session in Porto, which denounced the widespread destruction of Ukraine’s critical energy and civilian infrastructure and reaffirmed that unhindered access to energy is a prerequisite for stability and wellbeing, Chair Guliyev stressed that these deliberate strikes against civilian infrastructure constitute a blatant violation of international law and inflict unbearable human suffering.

“Targeting energy facilities, including those of SOCAR, is not only an assault on civilian life but also a direct threat to economic and energy stability of the entire region,” said Guliyev.

“I urge the Russian Federation to immediately cease its unprovoked military aggression and halt all unlawful attacks against civilians and critical infrastructure,” added President Pons. “Urgent steps aimed at securing a durable ceasefire and preventing further escalation are needed.”
