National Action Plans on Youth, Peace and Security in focus during Parliamentary Dialogue Platform’s second webinar

 

COPENHAGEN, 26 February 2026 – The OSCE Parliamentary Assembly today held the second webinar in its Parliamentary Dialogue Platform on Youth, Peace and Security (YPS), focusing on “National Action Plans on Youth, Peace and Security: From Commitments to Implementation – Parliamentary Roles and Good Practices.”

The online event, chaired by OSCE PA Special Representative on Youth Engagement Lucija Tacer (Slovenia) brought together parliamentarians and experts from across the OSCE region to examine how National Action Plans (NAPs) can translate political commitments on Youth, Peace and Security into concrete national policies and measurable outcomes.

Building on the first webinar of the series, which introduced the global YPS framework and the five pillars of the agenda, this second exchange focused on one of its core implementation tools: National Action Plans.

In her opening remarks, Tacer underlined that National Action Plans are not merely technical policy documents, but political commitments that require sustained parliamentary engagement. “National Action Plans on Youth, Peace and Security are where global commitments meet national responsibility,” she said. “Parliaments have a central role to play – not only in supporting their adoption, but in ensuring meaningful youth participation, effective oversight and adequate financing. Without parliamentary engagement, implementation risks remaining declaratory rather than transformative.”

Anu Apo, National Coordinator for Youth, Peace and Security and Women, Peace and Security at the Ministry of Foreign Affairs of Finland, presented lessons learned from Finland’s experience as the first country to adopt a YPS National Action Plan. Italy’s experience was presented by Luca Fratini, Coordinator for Women, Peace and Security, Youth, Peace and Security and Mediation Policies at the Ministry of Foreign Affairs of Italy, who outlined inclusive drafting processes for Italy’s forthcoming NAP.

Askar Shaikidinov, President of the United Youth Organization of the Kyrgyz Republic, shared reflections on Kyrgyzstan’s recently adopted National Action Plan for 2025–2027 and its practical implementation, including the role of youth-led organizations in monitoring progress and promoting accountability. The webinar also featured interventions from youth civil society organizations and youth networks from these countries.

The discussion emphasized the importance of linking YPS National Action Plans with broader national peace, security and development strategies in order to enhance policy coherence and long-term impact.

The Parliamentary Dialogue Platform on Youth, Peace and Security was launched earlier this year as a practical initiative under the mandate of the OSCE PA Special Representative on Youth Engagement. Through a series of thematic exchanges, the Platform aims to strengthen parliamentarians’ capacity to advance the YPS agenda in the OSCE area.
