OSCE PA Counter-Terrorism Vice-Chair Emanuele Loperfido participates in UN parliamentary training on AI and emerging technologies

MANILA, 17 February 2026 – OSCE Parliamentary Assembly Vice-Chair of the Ad Hoc Committee on Countering Terrorism, Emanuele Loperfido (Italy), participated in a Parliamentary Training Course on “Legislative and Policy Measures to Prevent and Counter the Use of Artificial Intelligence and New Technologies for Terrorism and Violent Extremism Purposes”, held 11–13 February at the House of Representatives of the Philippines.

Organized under the framework of the United Nations Office of Counter-Terrorism (UNOCT) and convening parliamentarians from different regions, the training focused on the dual-use nature of artificial intelligence, evolving terrorist threats linked to emerging technologies, and legislative and oversight approaches that balance innovation, security, and fundamental rights.

As Vice-Chair of the OSCE PA Ad Hoc Committee on Countering Terrorism, Loperfido contributed to discussions on how parliaments can strengthen legal frameworks, improve parliamentary oversight and accountability, and support rights-based implementation in areas such as online radicalization prevention, border management, and the responsible deployment of AI in sensitive sectors.

1702226 Loperfido ManilaLoperfido speaking during the Parliamentary Training Course, Manila, 11 February 2026“AI can strengthen security and drive economic development, but it can also be exploited by terrorists and violent extremists,” Loperfido said. “That is why we need updated laws, effective safeguards, and stronger digital education for young people. Above all, in the most sensitive systems, there must always be real and effective human oversight.”

Loperfido highlighted the OSCE PA Ad Hoc Committee on Countering Terrorism’s work on emerging technologies, including the Resolution on Artificial Intelligence and the Fight Against Terrorism, adopted at the 2024 Annual Session, which calls on participating States to strengthen legal frameworks to prevent AI misuse while safeguarding fundamental freedoms.

He also stressed the Committee’s efforts to address youth radicalization linked to new technologies, notably through media and information literacy initiatives and the OSCE PA’s “School Dialogue” programme, which brings together students, teachers, law enforcement and local authorities to reinforce the role of education in preventing violent extremism.

Over three days, participants reviewed international legal frameworks, human rights considerations, comparative legislative practices and oversight tools, with expert input from UNOCT, OHCHR and other specialists, including discussions on the UN Security Council’s approach and CTED’s role.

Loperfido will share key takeaways with the Ad Hoc Committee and promote continued inter-parliamentary co-operation to strengthen common responses to technology-enabled terrorism and violent extremism.
