The Head of Elections Department, under the overall supervision of the Chief of Staff, leads the work of the Elections Department and provides support to the Office of the OSCE PA Secretary General. The Head of Elections oversees the planning and preparation of election observation activities conducted by the Assembly, and advises on its strategy and priorities on election-related issues.

In addition, Stephanie Koltchanov serves as Co-ordinator for the OSCE PA’s Sub-Committee on the Rules of Procedure.

Ms. Koltchanov has previously served as Election Advisor, Election Officer and Junior Professional Officer at the OSCE PA. 

She holds a Master’s degree in international politics with a specialization in security and defence issues from Sciences Po Bordeaux (France). She speaks French, English, Russian, and some Ukrainian and German.
