Under the overall supervision of the Secretary General and in co-ordination with the Special Representative, the Chief Political Advisor provides advice and support to the Secretary General and serves as the principal liaison to the OSCE Secretariat. As a member of the senior management team, Francesco Pagani:
- Serves as Head and Policy Advisor within the Office of the OSCE PA President and the Office of the OSCE PA Secretary General
- Represents the OSCE PA, the Secretary General and the Special Representatives in meetings with OSCE Secretariat, Executive Structures and Institutions;
- Supports work related to South East Europe and Ukraine. serves as Programme Co-ordinator for the Belarus outreach programme. and. Acts as the Mediation and Early Warning focal point among other responsibilities.
Pagani joined the OSCE PA Liaison Office in Vienna in October 2013. Prior to joining the PA, Pagani worked a total of seven years for the OSCE’s Conflict Prevention Centre in Vienna, on the Eastern Europe Desk and on the South East Europe Desk.
With a longstanding combination of onsite and desk experience in the South Eastern European region, between 1995 and 2006, he served in Bosnia and Herzegovina, Croatia, Kosovo* and North Macedonia for the OSCE, the UNHCR and the International Rescue Committee (United States).
