COUNTERING TERRORISM: Parliamentarians address violent extremism

Since the OSCE Parliamentary Assembly’s 2002 Annual Session in Berlin, held under the theme “Confronting Terrorism: Global Challenge in the 21st Century,” the Assembly has increasingly worked to advance counter-terrorism efforts through field visits, participation in international fora, and exchanging best practices. With a focus on cross-dimensional aspects of security – incorporating the political-military, economic and environmental, and the human dimensions – the PA has sought to support OSCE participating States’ efforts to develop effective and human rights-compliant responses to violent extremism, adopting over the years some 20 resolutions dealing with the issue.

From 2013 to 2017, Nikolay Kovalev (MP, Russian Federation) served as Special Representative on Anti-Terrorism with a mandate to follow the international situation regarding the fight against terrorism and communicate with relevant actors within the OSCE and other international bodies. His work culminated in the establishment in July 2017 of the OSCE PA’s Ad Hoc Committee on Countering Terrorism, which was tasked with promoting inter-parliamentary dialogue on issues related to countering terrorism. Its first working visit was in November 2017 to the offices of the OSCE and UN Office on Drugs and Crime in Vienna. Its Chair, Makis Voridis from Greece, spoke about the role of parliamentarians in counter-terrorism efforts at the OSCE PA's Annual Session in Berlin on 8 July 2018:
