COPENHAGEN/VIENNA, 18 January 2026 – The Parliamentary Support Team for Ukraine (PSTU) expresses its grave concern over the sharp escalation in both the scale and intensity of attacks by the Russian Federation against Ukrainian civilian infrastructure across multiple regions, particularly targeting energy and heating systems. The extensive damage inflicted by the strikes has deprived large segments of the population of access to heating, electricity, warm water or gas. Entire communities are without access to essential services.
These observations align with the findings of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the United Nations Human Rights Monitoring Mission in Ukraine (HRMMU), confirming the repeated, large-scale and co-ordinated nature of the attacks.
Expressing deep concern over the strikes during extreme winter conditions, Chair of the PSTU, Sharon Hodgson and members of the PSTU, said: “The targeting of civilian and critical energy infrastructure during freezing temperatures causes severe impact on civilians, and highlights a deliberate seasonal calculus, raising serious concerns under international humanitarian law.”
The Parliamentary Support Team for Ukraine reaffirms its solidarity with the Ukrainian people and underscores the urgent need for sustained international attention, accountability and the protection of civilians.
