
LUIS GRAÇA (PORTUGAL)
OSCE PA President Pia Kauma (Finland) appointed Luis Graça (Portugal) the Special Representative on South Caucasus in August 2024.
An OSCE PA Vice-President, Graça has been a member of the Portuguese Parliament since 2015. With a background in journalism, he is currently the Vice-Chair of the Socialist Parliamentary Group for the Environment and Agriculture, as well as the Vice-Chair of the Parliamentary Environment Committee. He serves as a Town Councillor and President of the Faro Municipal Assembly.
In the PA, he has served as Deputy Head of Portuguese Delegation since 2022. He was the Head of the Portuguese Delegation from 2020 to 2022.
Graça is also a member of the OSCE PA Parliamentary Support Team for Ukraine (PSTU) and the Vice-President of the Social Democratic and Socialist Group in the OSCE PA.
MANDATE
- Monitor the overall political situation and regional trends in the South Caucasus, with a view to promoting dialogue across all segments of society, particularly at the parliamentary level, in order to encourage reconciliation, rehabilitation, and peaceful co-operation.
- Identify and support confidence-building measures, aimed at creating conditions conducive to the normalization of relations, as well as the peaceful resolution of tensions and disputes, in accordance with OSCE principles and international law.
- Engage with relevant regional and international actors, including civil society and international organizations, to foster inclusive approaches and support durable peace, security, and development in the region.
- Conduct visits to the region, as appropriate, to engage with stakeholders on the ground, assess political and security developments firsthand.
- Maintain close contact with the Parliamentary Delegations from Armenia, Azerbaijan, and Georgia, and serve as the Assembly’s focal point for dialogue and engagement in the region.
- Work closely with the OSCE Chairpersonship and executive structures, and follow developments in formats such as the Geneva International Discussions.
- Regularly report to the President and the Standing Committee on key developments in the South Caucasus and provide recommendations on where the Assembly may consider engaging further or taking political initiatives.
