Born on February 2, 1956.
Graduated from the Institute of Asian and African Countries at Lomonosov Moscow State University and postgraduate school of the Academy of the Ministry of Interior of the USSR. Holds PhD in Law.
After graduation, Mr. Shakirov served at the Ministry of Interior of the USSR.
In 1992, Mr. Shakirov joined the Ministry of Foreign Affairs of independent Kazakhstan. Over 14 years of diplomatic service, Mr. Shakirov held various positions including Head of the Department of Treaties and Law, Chargé d'affaires a.i. Embassy of the Republic of Kazakhstan to the Republic of Korea, Ambassador-at-Large, Deputy Foreign Minister, Ambassador to the Republic of India.
In 2006-2007, Mr. Shakirov was the Chairman of the Customs Control Committee of the Ministry of Finance of the Republic of Kazakhstan.
Prior to joining the Parliament, Mr. Shakirov served as the Human Rights Commissioner (Ombudsman) of Kazakhstan for 12 years.
Mr. Shakirov was appointed as the member of the Senate by Presidential decree in August 2019 and elected as the Deputy Chairman of the Senate of Parliament of the Republic of Kazakhstan in September 2, 2019.
Speaks Kazakh, Russian, English and Chinese.
