The OSCE Parliamentary Assembly is funded through national contributions from participating States. These contributions are apportioned according to the formula used to divide the costs of the intergovernmental OSCE.

The annual budget € 4,3 million covers the core operating costs of the Assembly, including statutory meetings, election observation missions, official visits, political activities, and the work of the OSCE PA International Secretariat. 

The Assembly’s Treasurer, an elected officer of the Assembly, is responsible for ensuring that the budget is consistent with the Assembly’s political objectives. The Treasurer presents the draft budget for the following financial year to the Standing Committee. Following discussion by the Bureau, the Standing Committee approves the annual budget, which is presented to the Assembly at its Annual Session.

The Assembly’s finances are subject to an annual financial audit and business performance audit by Deloitte. The performance audit procedures are conducted in accordance with ISSAI 3000 – Performance Audit Standard. The audits review the Assembly’s financial statements, internal controls, and selected administrative processes, with a view to supporting sound financial management, accountability, and transparency.
