OSCE PA Parliamentary Support Team for Ukraine highlights importance of compensation mechanisms for Ukraine’s recovery

COPENHAGEN, 15 December 2025 – The Parliamentary Support Team for Ukraine (PSTU) of the OSCE Parliamentary Assembly (OSCE PA) underscores the importance of advancing compensation mechanisms to support Ukraine’s recovery and reconstruction. Ahead of the European Council on 18–19 December 2025, the PSTU notes that the agenda foresees a discussion on Ukraine’s urgent financial needs for 2026–2027, consistent with the priorities already set out in OSCE PA adopted Declarations which call for sustained support to Ukraine and clear positions on compensation mechanisms.

The 2025 Porto and the 2024 Bucharest Declarations inter alia state that frozen Russian sovereign assets should be made available for Ukraine’s recovery until Russia ends its war of aggression and full‑scale invasion and agrees to provide compensation. The Porto Declaration highlights the need for sustained international support and consideration of reparation payments to achieve a just and lasting peace. The Bucharest Declaration complements these provisions by broadly encouraging measures that enable the use of sanctioned assets, emphasizing that such resources should contribute to compensating victims and supporting Ukraine’s reconstruction within a wider framework of international responses.

The PSTU once again underscores that Russia’s strikes have severely damaged Ukraine’s social infrastructure, including hospitals, schools, housing, energy grids and other utilities, leaving millions of civilians without access to essential services. This concern was also emphasized in the PSTU’s joint statement of 27 November 2025 which expressed grave concern at the latest findings of the United Nations Human Rights Monitoring Mission in Ukraine (HRMMU). That statement highlighted the sharp escalation in civilian harm and deliberate strikes on civilian infrastructure, noting worsening trends of deliberate targeting of energy systems and intensified damage to essential services.

As Chair of the PSTU, Sharon Hodgson reiterates this priority and members of the PSTU jointly state: “United Nations reporting shows worsening trends of civilian harm and deliberate strikes on essential infrastructure. These developments highlight the urgent need for compensation mechanisms to restore vital services, enable displaced communities to return, and fund activities that support the safe repatriation and reintegration of abducted and deported Ukrainian children. We welcome the importance of addressing this priority at the forthcoming European Council”.

Rebuilding infrastructure is fundamental to preventing further displacement and trauma as well as to supporting the safe return of displaced communities to their regions of origin. Linking these efforts to compensation mechanisms reflects the principle of justice and accountability while ensuring that Ukraine’s civilian population, including children who have been abducted and deported, receives the support it urgently needs.
