International monitors on Monday criticised the conduct of a presidential election in Belarus as "flawed" and condemned a "heavy-handed" crackdown by police on opposition leaders and demonstrators.

"This election failed to give Belarus the new start it needed," said Tony Lloyd, head of the short-term observer mission of the Organisation for Security and Cooperation in Europe, after President Alexander Lukashenko was returned for a fourth term.
