Special Representative on South Caucasus

OSCE PA President Pia Kauma (Finland) appointed Kari Henriksen (Norway) the Special Representative on South Caucasus in September 2023.

Kari Henriksen has been involved in the work of the Parliamentary Assembly since 2009, advocating firmly for the establishment of an active, influential, gender-balanced, open, and efficient organization.

She previously served as the Vice-President and as a rapporteur for the General Committee on Democracy, Human Rights, and Humanitarian Affairs. She was also OSCE PA Special Representative for the South Caucasus 2021- 22.

In the Norwegian Parliament (the Storting), she is the Fourth Vice President of the Storting and a member of the Standing Committee on Scrutiny and Constitutional Affairs. She is also a member of the Credentials Committee and the Election Committee. 

She has previously served on the Standing Committee on Family and Cultural Affairs, the Standing Committee on Justice, the Committee on Elections, and the Standing Committee on Labor and Social Affairs.

From 2007 to 2009, she held the position of State Secretary in the Ministry of Health and Social Affairs. Previously, Kari Henriksen worked in the healthcare sector. She is a member of the Labour Party. 

MANDATE

  • Follow the overall political situation in the region and seeking to promote dialogue in all segments of society, in particular at the parliamentary level, in order to encourage reconciliation and rehabilitation with regard to the protracted conflicts in the region.
  • Consider ways in which confidence-building measures could be introduced in order to create more favourable conditions, conducive to the identification and implementation of political solutions based on the principles and values of OSCE commitments and international law.
  • Work closely with the OSCE Chairmanship and executive structures, the Minsk Group, its Co-chairmanship, as well as the Chairman-in-Office’s Personal Representative on the Conflict Dealt With by the Minsk Group, and follow the developments in the Geneva International Discussions.
  • Maintain close contact with and serving as a focal point for the Assembly’s work in the region, as well as provide advice to the President.
