OSCE PA Special Representative Graça expresses concern over potential impact of party ban proceedings in Georgia

 

 

COPENHAGEN, 29 October 2025 – Following the submission of an appeal to the Georgian Constitutional Court seeking to ban three opposition parties, OSCE Parliamentary Assembly Special Representative on the South Caucasus Luís Graça (Portugal) expressed concern about the possible implications such proceedings could have for political pluralism and democratic life in Georgia.

“I am deeply concerned about the potential consequences of these proceedings for Georgia’s democratic development,” said Graça. “Any individuals who have broken the law or violated the Constitution should, without question, be held accountable in a fair and transparent manner. However, the prospect of banning multiple opposition parties, raises serious concerns about political pluralism and democratic health.”

Graça recalled that the Porto Declaration, adopted by the OSCE Parliamentary Assembly in July 2025, expressed deep concern about democratic backsliding, restrictions on civil society and media, and that it called to de-escalate the political situation and engage in a national dialogue with all stakeholders to restore public confidence in democracy. It also called to refrain from using legal or administrative means to limit political pluralism, and to ensure full respect for freedom of assembly and expression.

“A decision that results in the exclusion of political actors from participation could further polarize society and weaken trust in democratic institutions,” Graça said. “I hope that those involved will carefully consider the broader impact of such actions and seek solutions that strengthen national dialogue and democratic stability.”

Graça added that he remains hopeful Georgia’s democratic institutions will find a way forward that upholds inclusiveness and dialogue. “As a parliamentarian myself, I strongly believe that engagement and cooperation – not exclusion – are the foundation for stability and reform. Our Assembly will continue to promote avenues for dialogue and reconciliation and support solutions that reinforce inclusiveness and respect for fundamental freedoms, in line with OSCE commitments.”
