PIA KAUMA (FINLAND)
OSCE PA Vice-President Pia Kauma (Finland) has served as Special Representative on Central Asia since August 2021. With a mandate to encourage active participation by parliamentarians from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, as well as Mongolia, in the work of the OSCE Parliamentary Assembly, Kauma works to encourage closer contacts between the parliaments in the region to promote greater intra-regional co-operation in all three OSCE dimensions. She has previously served as a rapporteur for the Parliamentary Assembly’s Political Committee and led OSCE Parliamentary Assembly election observers in the parliamentary elections in Bosnia and Herzegovina and Georgia.
Kauma has been a Member of the Finnish Parliament from 2011-2015 and again since 2017. With an education in economics and business, she has served in the Parliament on the Commerce Committee, Social Affairs and Health Committee, Grand Committee, Constitutional Law Committee, and the Environment Committee.
In the OSCE PA, she has been a Member of the Finnish Delegation from 2011-2015, an Alternate Member from 2017-2019, and a Member since 2019. She previously served as Special Representative on Civil Society Engagement.
As Special Representative on Central Asia, her mandate consists of the following:
MANDATE
- Encourage active participation by parliamentarians from Central Asian OSCE participating States (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan) and Mongolia in the work of the OSCE Parliamentary Assembly to strengthen parliamentarism in the region;
- Liaise with and support the work of the OSCE field presences in the region, as well as relevant OSCE institutions, international and regional organizations and diplomatic missions;
- Encourage closer contacts between the parliaments in the region to promote greater intra-regional co-operation in all three OSCE dimensions;
- Report to the President of the Assembly on developments in the region, including opportunities for enhanced parliamentary dialogue and further inter-parliamentary co-operation among the Central Asian OSCE participating States and Mongolia.
