
PIA KAUMA (FINLAND)
OSCE PA President Pere Joan Pons (Spain) appointed President Emeritus Pia Kauma (Finland) the Special Representative for Mediation and Election Observation in August 2025.
Kauma, a Member of Parliament from Finland and former President of the OSCE Parliamentary Assembly, has a long-running background in the Assembly. She served as a Member of the Finnish Delegation from 2011-2015, an Alternate Member from 2018-2019, and a Member since 2019. She has been Assembly Vice-President, Rapporteur of the Committee on Political Affairs and Security, Special Representative on Central Asia, and Special Representative on Civil Society Engagement.
With an education in economics and business, President Kauma has served in the Finnish Parliament on the Commerce Committee, Social Affairs and Health Committee, Grand Committee, Constitutional Law Committee, and the Environment Committee.
As OSCE PA Special Representative for Mediation and Election Observation, she works to advance the role of the Assembly in conflict resolution and to enhance its election observation activities. Her full mandate is below.
MANDATE
- Advise on Assembly work within the field of mediation and conflict resolution, and on how the Assembly can enhance its capacities in these fields, including consider ways in which confidence-building measures could be introduced or strengthened in relation to challenges within the OSCE region.
- Follow the overall work of the OSCE PA’s election observation programme, and lead efforts to identify trends within the field of elections and democracy within the OSCE region.
- Prepare qualitative and analytical assessments on trends based on conclusions from missions within the OSCE PA’s election observation programme.
- Advise the President on developments in the region which warrant the attention of the Assembly, and on the creation of formal institutional approaches to be undertaken by the Assembly.
