Ainur Argynbekova, OSCE PA Special Representative on Climate Change, Member of the Senate of the Parliament of the Republic of KazakhstanCOPENHAGEN, 26 June 2026 – In advance of the 33rd Annual Session of the OSCE Parliamentary Assembly, taking place 4-8 July in The Hague, the OSCE PA Special Representative on Climate Change Ainur Argynbekova (Kazakhstan), issued a statement highlighting the growing relevance of the climate agenda and the need to strengthen inter-parliamentary co-operation in the context of escalating environmental challenges.
In her statement, she noted that climate change and environmental degradation are having increasingly complex impacts across Central Asian countries, further reinforcing the interlinkages between climate, water, energy, and food systems in the region.
Particular attention was given to water diplomacy as a key element of sustainable development in Central Asia.
“The transboundary nature of water resources requires strengthened dialogue and co-ordination among regional states,” Special Representative Argynbekova said. “In this regard, I recall the important role of the OSCE Parliamentary Assembly as a unique platform for fostering dialogue, exchanging experience, and developing joint approaches to addressing climate and environmental challenges, including adaptation and mitigation efforts.”
A strong emphasis was also placed on the gender dimension of climate policy.
“Women play a crucial role in adaptation processes, sustainable development, and strengthening the climate resilience of communities, particularly in the most vulnerable regions,” Argynbekova said.
In this context, she recalled the parliamentary roundtable held on 22 April 2026 in Astana on “Parliamentary Diplomacy for Climate Action and Sustainable Development: The Central Asian Perspective.” The event brought together senior representatives of the OSCE Parliamentary Assembly, the United Nations, and other international organizations, with the discussion underscoring the need to strengthen inter-parliamentary co-operation.
“Climate change and environmental degradation in Central Asia require sustained parliamentary engagement and co-ordinated action,” Special Representative Argynbekova stated.
In conclusion, the Special Representative called on parliamentarians across the region and international partners to consolidate efforts in developing joint responses and strengthening resilience in the face of climate-related challenges.
“Today, it is more important than ever to bring parliaments together in addressing shared challenges,” she concluded.
