COPENHAGEN, 12 February 2026 – The OSCE Parliamentary Assembly will hold its 25th Winter Meeting in Vienna on 19-20 February, bringing together hundreds of parliamentarians from across the OSCE region to discuss key issues in security, human rights, democracy, and economic-environmental challenges.
The meeting will take place at the Congress Center Hofburg, providing an opportunity for interaction between the parliamentary and governmental sides of the OSCE, and for parliamentarians to begin preparing for the OSCE PA’s 33rd Annual Session in The Hague this July.
The opening session of the Winter Meeting will include addresses by the President of the Austrian National Council, Walter Rosenkranz; Ruslan Stefanchuk, Chairman of the Verkhovna Rada of Ukraine; OSCE PA President Pere Joan Pons, and OSCE Secretary General Feridun Sinirlioğlu.
Speaker of the Parliament of Denmark Søren Gade and Parliamentary Assembly of the Council of Europe President Petra Bayr will deliver keynote addresses at the general debate “Human Rights as a Basis for Security” on Friday, 20 February.
The Committee on Political Affairs and Security will meet for discussions on Ukraine and regional peace, with presentations from OSCE representatives. The Committee on Democracy, Human Rights and Humanitarian Questions will focus on election integrity and hybrid threats, featuring a keynote by European Commissioner Michael McGrath. The Committee on Economic Affairs, Science, Technology and Environment will hold a debate on geoeconomics, technology, and security.
