OSCE PA leadership discusses security risks from recent escalation in the Middle East

COPENHAGEN, 4 March 2026 – In response to recent developments in the Middle East, OSCE Parliamentary Assembly President Pere Joan Pons (Spain) convened an urgent online meeting of the Assembly’s Bureau. The meeting on Tuesday brought together 14 Bureau members from 13 participating States, reflecting a broad range of political views within the Assembly.

During the discussion, members expressed serious concern over the escalation and its implications for international peace and security, particularly the humanitarian consequences for civilian populations affected by the hostilities.

Members highlighted the potential repercussions for the OSCE region. Reference was made to recent incidents affecting the territory of Cyprus, heightened tensions in the Eastern Mediterranean, and the broader economic and energy-related impacts already being felt across Europe. Continued instability, members noted, risks further spillover effects into other parts of the OSCE area, including Central Asia, with possible consequences for regional security and economic resilience.

Members reaffirmed their solidarity with the people of Iran in their aspirations for freedom, dignity, and full respect for human rights and fundamental freedoms. They recalled concerns regarding the crackdown that took place this winter. At the same time, members stressed that the protection and promotion of human rights cannot be separated from full respect for international law.

It was emphasized that although the current events are unfolding beyond the geographical scope of the OSCE, their consequences may directly affect security within the OSCE area. The OSCE’s comprehensive and co-operative concept of security underscores the indivisibility of peace and stability across regions and the shared responsibility of participating States to safeguard them.

There were clear calls for de-escalation and a return to diplomacy. Some members stressed the importance of respect for international law, including the principles of the United Nations Charter governing the use of force. Others expressed hope that the Iranian regime would now come to an end. Parties were urged to exercise maximum restraint and to prioritize the protection of civilians.

In parallel, President Pons has addressed a letter to the United States delegation. In his letter, President Pons conveyed his deep concern regarding the ongoing escalation and warned of its possible far-reaching consequences for civilian protection, regional stability, and the wider international system.

The OSCE Parliamentary Assembly will continue to monitor developments closely and remains committed to supporting peace, security, human rights, and stability throughout the OSCE region.
