OSCE PA Special Representative on Artificial Intelligence Federica Onori meets Ukrainian experts on AI and national resilience

 

 

COPENHAGEN, 4 March 2026 – While in Kyiv on the occasion of the fourth anniversary of the full-scale invasion of Ukraine, Special Representative on Artificial Intelligence Federica Onori (Italy) met with the Institute for National Resilience and Security (INRS) to discuss, among other things, the role of AI in strengthening resilience, security, and information integrity.

“The meeting underscored the importance of structured, evidence-based analysis in understanding influence operations and patterns of narrative dissemination,” said Onori. “AI offers powerful tools to support media monitoring, analyze information ecosystems, and detect emerging trends that can affect democratic institutions and societal resilience.”

During the meeting on 24 February, Onori and the INRS team exchanged perspectives on AI-driven approaches to media monitoring and analytical research across Ukraine, Italy, and the EU. They reflected on the use of comparative discourse analysis to study patterns and dynamics in narrative dissemination and discussed analytical approaches to examining media actors, opinion leaders, and expert communities to better understand how narratives circulate and gain visibility.

The conversation also addressed methodological approaches to studying the impact of external information influence on public discourse and socio-political environments, as well as the broader implications of AI applications in the context of evolving security and information challenges.

“The dialogue with INRS represents an important step in understanding how AI can support analytical and research efforts relevant to resilience and security,” Onori added. “We value the exchange of ideas and look forward to continuing the conversation on how AI can contribute to the strengthening democratic institutions and societal resilience across the OSCE area.”

This meeting highlighted the OSCE PA’s commitment to fostering dialogue and promoting understanding of AI applications in areas of strategic importance, including national security, societal resilience, and responses to information manipulation.
