OSCE PA delegation is briefed at the administrative boundary line, 8 March 2026TBILISI/KHURVALETI, 8 March 2026 – OSCE Parliamentary Assembly President Pere Joan Pons (Spain) today with a high-level parliamentary delegation met with communities affected by the ongoing consequences of the conflict in Georgia and visited the administrative boundary line near Khurvaleti.
The OSCE PA delegation includes Special Representative on the South Caucasus Luís Graça (Portugal) as well as senior officers from the Assembly’s General Committees.
“On behalf of the OSCE Parliamentary Assembly, I reiterate our strong solidarity with the people of Georgia who continue to be impacted by the consequences of conflict and reiterate our full support for Georgia’s sovereignty and territorial integrity within its internationally recognized borders,” said President Pons. “Nearly two decades after the 2008 war, the humanitarian and security consequences of the occupation remain very real and should not be allowed to slip from international attention.”
During the visit, the delegation was informed first hand by residents living near the administrative boundary line, as well as by members of the displaced communities, about the impact of the occupation on their lives, including restrictions affecting their freedom of movement.
“The enduring hardships faced by communities across the conflict divide clearly demonstrate the need for continued international support, including from the OSCE,” said Special Representative Graça. “Easing these humanitarian difficulties, supporting practical confidence building measures and maintaining possibilities for people to stay connected with their homes and one another, is essential for those living in the region.”
Luís Graça shakes Valia Vanishvili's hand at the ABL in Georgia, 8 March 2026Delegation members also underlined the importance of continued engagement through existing international mechanisms aimed at addressing the consequences of the conflict and finding a peaceful solution. In this regard, they highlighted the role of the Geneva International Discussions and related mechanisms as key and reiterated the longstanding engagement of the OSCE Parliamentary Assembly.
In its Porto Declaration adopted in July 2025, the OSCE Parliamentary Assembly called on the Russian Federation to reverse its recognition of the Abkhazia and South Ossetia regions of Georgia as independent States, to implement fully the EU-mediated 2008 ceasefire agreement, and to end the militarization of these regions and attempts to forcibly separate them from the rest of Georgia.
The OSCE PA delegation to Georgia includes Jevrosima Pejović (Montenegro), Baroness Christine Blower (United Kingdom), and Secretary General Roberto Montella. In the coming days, the delegation will continue its visit, holding meetings with government representatives, parliamentarians, opposition leaders, and civil society actors.
