The theme of the Annual Session is “International Law and Shared Principles: Foundations for Security and Co-operation in the OSCE Area,” and will open with high-level speeches on 4 July. (More information on the programme will be made available closer to the date.)

The largest event on the Assembly’s calendar, the Annual Session will bring together hundreds of members of parliament from 56 different countries with the peace and justice community in The Hague. Among those present will be diplomats, authorities of international courts, and other institutions in the field of peace and justice.

The Annual Session will culminate in the adoption of The Hague Declaration on 8 July, containing recommendations to national governments, parliaments and the international community in the fields of security, human rights, and economic and environmental concerns. The Assembly will also hold elections for vice-presidents and committee officers.

During several days of committee work, parliamentarians will debate and amend resolutions dealing with the Russian Federation’s war against Ukraine, arms control, hybrid threats, strategic competition in the Arctic, and developments in the Middle East. Resolutions will also cover economic and environmental issues, including climate change, economic fragmentation, resource competition, social cohesion, sustainable development, and the relationship between conflict and geoeconomics.

In the human dimension, key themes to be debated include the “democratic recession” in the OSCE area characterized by political repression, weakened rule of law, restricted civic space, and the instrumentalization of democratic mechanisms to entrench power, as well as fundamental freedoms, conflict and humanitarian crises, displacement, and trafficking.

Other important topics to be debated include artificial intelligence governance, international law, demographic change in the OSCE region, drug trafficking, cybersecurity, national minorities, and online radicalization of youth.

To meet all these challenges, parliamentarians will provide recommendations for a strengthened, more united, and adequately funded OSCE.

The plenary sessions and general committee meetings of the Annual Session will be streaming online for those who cannot attend in person. More information, including the reports and draft resolutions to be considered, is available here.

Journalists interested in attending the Annual Session should register here. All registrations are subject to approval and confirmations will be sent upon review. Media-related questions should be sent to [email protected].
